Mexico Launches National Kutsari Semiconductor Design Center to Strengthen Innovation and Industrial Growth

In a major step toward positioning Mexico as a global leader in semiconductor innovation, President Claudia Sheinbaum recently announced the creation of the National Kutsari Semiconductor Design Center. This initiative is part of Plan México, a national strategy focused on strengthening scientific and technological development to boost industrial competitiveness.
 
The Kutsari Center, with locations in Puebla, Jalisco, and Sonora, will serve as a hub for Mexican scientists and engineers to develop semiconductor designs that can be patented and commercialized under international standards. To accelerate innovation, the Mexican government will reform the Federal Law for the Protection of Industrial Property (LFPPI), streamlining the patent process and ensuring faster commercialization of new technologies.
 
By 2027, the center aims to establish a robust semiconductor industry serving key sectors such as automotive, consumer electronics, and medical devices. This initiative aligns with Mexico’s goal of strengthening domestic production, attracting foreign investment, and integrating into global supply chains.
 
Strengthening Semiconductor Research and Development
 
The Kutsari Semiconductor Design Center brings together scientists, engineers, and research institutions to foster cutting-edge semiconductor technology. This collaborative effort will be led by:
 
  • National Institute of Astrophysics, Optics, and Electronics (INAOE)
  • Center for Research and Advanced Studies of the National Polytechnic Institute (CINVESTAV)
  • National Autonomous University of Mexico (UNAM)
  • National Polytechnic Institute (IPN)

Strategic Semiconductor Hubs in Puebla, Jalisco, and Sonora

The Kutsari Center will be headquartered in Puebla, Jalisco, and Sonora, regions strategically selected for their strong research infrastructure and industrial capabilities. These locations align with regional development initiatives such as Plan Sonora, reinforcing Mexico’s commitment to high-tech growth.

This network of semiconductor hubs will drive technological advancements and supply chain integration, making Mexico a more attractive destination for foreign investment in advanced manufacturing.

Boosting Economic Growth and Workforce Development

As part of the initiative, the government will launch an Accelerated Training Program for Semiconductor Designers, aimed at developing specialized talent in semiconductor technology. This workforce development effort will:

  • Enhance the skill sets of engineers and technicians
  • Support both public and private sector semiconductor design centers
  • Create new high-value job opportunities in Mexico

By 2026, Mexico will define a semiconductor manufacturing model, potentially involving public, private, or hybrid investments, with plans to establish a semiconductor fabrication facility by 2029.

Enhancing Intellectual Property Protection and Innovation Commercialization

To encourage innovation and commercialization, Mexico will reform the Federal Law for the Protection of Industrial Property (LFPPI) to:

  • Reduce patent approval times from four years to three years
  • Introduce provisional patents to protect intellectual property rights
  • Strengthen legal protections against unauthorized use of patented innovations

These reforms will attract investment, ensure faster market entry for new technologies, and enhance Mexico’s position in the global semiconductor industry.
